From what I can determine, this is our current situation with our international roster slots.
Each team has by default 8 international slots that can be traded with other teams. By the end of 2013 we had 9 players that took up international slots. We had, I believe, one slot traded out and two slots traded in during 2013. So we had 9 slots overall, all taken, in 2013. (This 9th spot we got was only for the last part of 2013 as it was necessary at the time in order to have Urruti on the roster and part of the trade that September). And all of those trades have expired.
And these have been the moves for international players so far (all confirmed now):
OUT: Milos Kocic; Mikael Silvestre; Jose Valencia
IN: Norberto Paparatto; Gaston Ferndandez; Schillo Tshuma
Kocic has retired, Valencia is on his season long loan down south, and now confirmed Silvestre and the Timbers parted ways. So it really depends on Tshuma’s international status (which I do believe he counts as an international player despite being Generation Adidas) and whether or not Kalif finally gets his green card. But right now we have 9 international players and only 8 international spots. I am surprised that Alhassan doesn’t have his green card yet, given how long he has been here playing for us. I checked the expedite criteria, and I’m not really sure Kalif’s situation qualifies under any of that. So if he does get a green card before the season begins, that is something that will have been in the works for some time.
It seems like something still needs to happen in order for Portland to keep all of the current international players by the roster compliance date of March 1st. Will Kalif get his green card? Does Schillo count as an international? Will we trade for an additional international slot?
