Did Vancouver just hint at Timbers USL Pro Team?

Recent Vancouver statements MIGHT hint that a Timbers USL Pro team is in the works.

In April Seattle announced that they were getting close to forming a USL Pro team for the 2015 season.

Today, July 8 2014, Vancouver announced a similar Plan:

"We are thrilled to announce our efforts with the City of New Westminster to bring a new professional soccer team to its vibrant sports and family oriented community," said Whitecaps president Bob Lenarduzzi in a statement. "A USL PRO franchise in our own backyard is an important step in our efforts to support the development of players, especially young Canadians, at every level by bridging the pathway to our Major Soccer League team, as well as the national team."

Also stated:

"In the meantime, for us in particular. If you look at Seattle and Portland, having an opportunity to play against them at a lower level is something that just continues to build the Cascadia rivalry."

Does this hint at a Portland Timbers USL Pro team in the works?
